Developers of Carolina Park, a future master-planned community located on 1,600 acres in unincorporated Charleston County, have submitted their development plans to Charleston County Council.
Carolina Park represents a mixed-use community with master planned development of a business park, commercial component, residential neighborhoods, and various public use and park spaces.
Key elements of the plan include:
- Carolina Park is consistent with the County's existing Comprehensive Land Plan density requirements. No movement of the Urban Growth Boundary is required to approve Carolina Park for development.
- The plans provide the East Cooper area of Charleston County with significant economic development benefits, including 437 acres of land earmarked for economic development predicted to create over 10,000 quality jobs.
- Carolina Park will create an integrated road system linking 12 communities to the new Wando High School, thereby allowing drivers to bypass Highway 17 during school arrivals and departures.
- The development retains nearly 40% of its total land for greenspace; a park of more than 100 acres in the center of the community will be donated outright to the county.
- Carolina Park will set aside 20 acres of land for public school, 4 acres for a public library, 5 acres for a post-secondary education facility and a 2.4-acre tract for a police-fire-EMS facility.
- Carolina Park's development plans call for a self-imposed cap on both residential and commercial building in the first three years. The development will limit residential buildings in the first three full calendar years. The plan also restricts retail development to 450,000 square feet in the first three calendar years.
Carolina Park is being developed by CDM of Charleston and Republic Properties Corporation, a Washington, D.C.-based firm that has developed numerous Smart Growth projects.
